CUEB Party Committee Theory Learning Centre Organizes Study
On the morning of January 9, CUEB Party Committee Theory Learning Centre organized a study session to discuss the 2024 New Year Address by General Secretary Xi Jinping and the newly revised Rules on Sanctions for those who Violate the Party Code of Conduct (hereafter the “Rules”). The meeting was presided over by Wang Wenju, Party Secretary of CUEB.
Wang pointed out that it is necessary for us to comprehensively study President Xi’s 2024 New Year Address to further carry out the fundamental task of fostering students’ virtues on the new journey and cultivating highly-skilled professionals to meet major national strategic needs. Through these efforts, CUEB would contribute its strength to improving education. At the end of last year, the CPC Central Committee issued the newly revised Rules. Standing at a new historical starting point, it is a new plan for exercising full and rigorous Party self-governance and strengthening Party discipline, which meets the general task of Party building in the new era. To better implement the Rules, Wang proposed three requirements as follows.
• Firstly, have a good mastery of the newly revised Rules. With a focus on the key and difficult issues of discipline enforcement oversight, Rules adds new types of disciplinary offense and refines guidelines for punishment. It is necessary to organize all Party-members and officials to study Rules to further exercise full and rigorous Party self-governance.
• Secondly, comprehend the new features of Rules. The newly revised Rules turns President Xi’s speeches on strengthening Party discipline since the 19th CPC National Congress into specific requirements, and carries out requirements of the 20th CPC National Congress, which strengthens the Party’s overall leadership and the unified leadership of the CPC Central Committee. It emphasizes political discipline and rules, which seems more targeted and feasible. CUEB will strive for a balance of strict standards, great kindness, encouragement, and limitations to guide all in upholding fundamental principles and breaking new ground.
• Thirdly, strengthen the publicity of Rules. All Party-members and officials should be guided to learn, understand, and observe Party disciplines. The discipline inspection committees must fulfill their duties and raise Party members’ awareness of discipline regularly to make further progress in exercising full and rigorous Party self-governance of CUEB for high-quality development.
During the keynote speech, Secretary of CUEB Discipline Inspection Commission Mao Baizhan said that the Rules was revised based on theoretical and practical experience in exercising strict self-supervision and self-governance over the Party and refining its regulations. In particular, it holds the general principle that our Party is committed to strict self-governance. It emphasizes that Party discipline should be tightened in all aspects and all sectors to constantly strengthen its competence to purify, improve, reform, and excel itself. To implement stricter Party discipline, we should first foster a political atmosphere of integrity. The newly revised Rules stress stricter political discipline and rules, which also guarantees the stricter implementation of other rules. The vitality of rules lies in their implementation. Officials in the discipline inspection committees of CUEB should fully carry out Rules, and take the implementation as an important political task. It is essential for us to have the courage and ability to carry on our work by fully grasping the key of Rules. We should prioritize Party discipline and strive to exercise it in a strict and targeted way, thus safeguarding the solemnness of discipline. We should also enhance the dissemination of law and Party discipline by exercising four forms of oversight and discipline enforcement and making the three distinctions . It is necessary to promote the engagement of Party members and officials in observing discipline and make them more enthusiastic, active, and creative in fostering a political atmosphere of integrity.
During the discussion, CUEB Party Committee Theory Learning Center agreed that the Rules was revised in a problem-oriented and target-oriented way to make Party discipline more accessible and effective. Going forward, we will continue to enforce and safeguard Party discipline and work hard towards the new goals defined in the 5th Party Congress of CUEB.
