On the morning of January 3^rd, Taxation Law Forum &Launching Ceremony of National Taxation Law Research Base kicked off in CUEB academic hall. The forum was honored by the presence of Zhou Qiang, President of the Supreme People’s Court, Sun Ruibiao, Deputy Director of State Administration of Taxation, Lin Keqing, Standing Committee Member of Beijing Municipal Party Committee and Secretary of Education Working Committee of Beijing Municipal Party Committee, Hao Ruyu, CUEB Professor and Director of NPC Financial & Economic Committee, Feng Pei, Secretary of CUEB Party Committee, Fu Zhifeng, CUEB President, and Yang Kaizhong, CUEB Vice President. The launching ceremony marked the official approval of CUEB National Taxation Law Research Base as a Beijing Philosophy and Social Sciences Research Base.

Cao Jingtao, CUEB Professor and Director of the research base, introduced the research base. Ye Maolin and Zhang Qingxi presented the plate of the research base. Hao Ruyu, Cao Jingtao, Wang Jingda and Dingyun, CUEB Professors and Deputy Directors of the research base accepted the plate.

After the launching ceremony, the signing ceremony on CUEB’s strategic cooperation agreement with National Judges College and Scientific Research Institute of State Administration of Taxation took place. Fu Zhifeng and Huang Yongwei signed on the strategic cooperation agreement, and Yang Kaizhong and Li Wanfu on another agreement. Singing of the two agreements marked the beginning of an in-depth cooperation between CUEB and the two national institutes.Thus, the research base, integrating taxation law research resources from CUEB and the two institutes, represents the close cooperation in tax legislation, law enforcement and justice of the Supreme Judicial Court, State Administration of Taxation and NPC Financial & Economic Committee. It has laid a solid foundation for the development of the research base.

Then, the representatives of three parties addressed the forum.

Zhou Qiang stressed that they would facilitate the construction of the rule of law in the new era and would promote China’s governance system and the modernization of governance by tapping into judicial big data and strengthening taxation law research.

Besides, he pointed out that taxation law system is one of the significant parts of the socialist system of the rule of law with Chinese characteristics. The enhanced construction of the rule of taxation law is a natural outcome of China’s practice of law-based governance in an all-around way and an important drive for China’s modernization of governance system and ability. Since the 18th CPC National Congress, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to taxation. It has given directions and carried out plans to fuel the advancement of the rule of taxation law in the new era and to lead in-depth taxation reforms.

Zhou Qiang put that they will uphold the theories of Four Kinds of Consciousness and Four Kinds of Confidence, stick to right political directions and further researches on taxation law to promote the construction of taxation law. They will response to the demand of the times, combine theory with practice,grasp the times features that socialism with Chinese characteristics has entered a new era and social main contradictions have changed. They would adhere to a problem-oriented approach, look into new situations and demands and solve taxation problems at deep level and at the forefront to spur on the modernization of China’s governance system and capacity. Besides, they will work to improve legislation, strengthen law enforcement and justice, enforce compliance with the law, and facilitate the cooperation among different disciplines, combining effective efforts to ensure the goal of “To deepen taxation reforms and improve local taxation” put forward by 19^th CPC National Congress. They will enhance cooperation on information connectivity and data sharing, tap into and make use of judicial big data in particular. In addition, they will work to make analysis, research and judgment to offer strong support for taxation law research, administrative decision and social governance. They will also vigorously popularize laws and promote taxation awareness of the society at large to establish a sound environment for taxation law development.

Representatives of Party and government affairs of all schools in CUEB, some teachers and students attended the forum and the ceremony, which was presided over by Wang Jingda.
