On August 29th, China's Ministry of Education and Ministry of Science and Technology issued clear guidelines on reversing the SCI-supremacy phenomenon in a move to change the current academic assessment and evaluation systems that are over-reliant on published papers, guide researchers to focus on important journals in their field and enhance the attractiveness and influence of high-quality Chinese journals in academia. Therefore, Chinese Society of Optimization, Overall Planning and Economic Mathematics, China Management Science Society, and Systems Engineering Society of China jointly issued the “FMS (Federation of Management Societies of China) Journal Rating Guide” and CUEB academic journal “Research on Economics and Management” was selected.

"FMS Journal Rating Guide" was formulated based on the following assistance after multiple rounds of research, which included the first draft in 2014 (referred to as "393 Journal Rating Guide" in academia), the guidelines of the China Association for Science and Technology to pilot the hierarchy of high-quality scientific journals, the references of journal rankings compiled by major developed countries, a variety of quantitative analysis methods, and extensively solicited opinions from more than 240 well-known experts in 32 different disciplines (including senior experts and more than 100 National Science Fund for Distinguished Young Scholars or the winner of the National Outstanding Youth Science Foundation).

The recommended list of high-quality Chinese journals also considered five dimensions of information including selection by important databases, recognition by the School of Economics and Management, Impact Factor (IF), expert opinions, and important rewards. Finally, 85 high-quality Chinese journals were recommended, including 28 Tier 1 journals and 57 Tier 2 journals.
