On July 14, CUEB held meeting on socialist ideology publicity work for the year 2021, so as to study and carry out General Secretary of the CPC Central Committee Xi Jinping’s remark on promoting socialist ideology, implement the spirit of national ideology publicity conference and plan for CUEB’s relevant work. CUEB Party Secretary Han Xianzhou, Deputy Party Secretary Xu Fang and Xing Qi, member of CUEB Party Standing Committee and Director of United Front Work Division, were present and Xu Fang presided over the meeting.

In his speech, Han Xianzhou congratulated advanced groups and outstanding individuals and put forward five requirements for ideology publicity.

First, make clear of the backdrop of current publicity work. By explaining keywords including “vision of ‘Two Development Strategies’”, “China’s fundamental interests”, “revolutionary resources” and “political and ideological courses”, Han required ideology promoters to focus on the implementation of “the national rejuvenation strategy” within a wider context of the “once-in-a-century changes taking place in the world”. The workers should follow major trends of the times and be brave to take their responsibilities, so as to publicize “the country’s top priority” and guide youths with great sense of value.

Second, balance the relationship between “overarching principles” and “leading principles”. The former requires us to stick to principle matters and ensure qualified mandatory and prescriptive tasks. CUEB should always bear its basic task of fostering character and civic virtue in mind to cultivate builders and successors of socialism instead of the one who leaves socialist issues alone, and opposes or damages the cause. Whereas, the latter means that we should narrate meaningful things clearly and vividly. Besides, we also need to bring well-directed and time-based thoughts such as “the great test of COVID-19” and “ideological and political courses” for faculties and students.

Third, set up “model groups” to raise work efficiency. To spread exemplary stories, we should systematically discover targeted role models to ensure the diversity of groups with positive images as the mainstay. Further, we should also make the models “alive” and “popular” to help CUEB in carrying forward “exemplary spirit” and concentrating their power by promoting and impressing role models on faculties and students’ mind.

Forth, we should firmly stay true to our aspiration and mission. There are different tasks in different periods, but the aspiration and mission are consistent. Universities should perform the fundamental task of fostering character and civic virtue through education, focus on “ideological and political education” and understand its significance in terms of height, width and depth. To have a deeply understanding of ideological and political education is the fundamental step to foster character and civic virtue, the carrier to integrate ideological and political system with talent training system, and also the key to make greater progress in “Complete Education for Overall Students in all Respects” (namely, the integrity of all staff, whole process and all-around education, so as to fully foster character and civic virtue).

Fifth, we must properly manage the relationship between "visibility" and "invisibility" in promoting socialist ideology publicity work. "Visibility" means achievements by all departments in all respects to form a well publicity for ideological work. "Invisibility" means natural means for nurturing talents, such as cultivating school culture, improving the theoretical literacy of cadres in ideological publicity, fostering campus atmosphere for positive attitudes, etc. so as to educate CUEBers imperceptibly.

Fu Lin, the Vice Minister of Publicity Department in Party Committee, made a report on CUEB socialist ideological publicity in 2020, titled Making Qualified Answers to the Anti-epidemic Examination to Remain True to Our Original Aspiration; Turning Challenges into Opportunities as a Way of Ideological and Political Education to Practice Our Mission. This report goes in three aspects. First, buck the trend and overcome challenges in the anti-epidemic war to reach a "new stage" of work. The Publicity Department of the Party Committee worked closely with all departments to cater for the concerns of staffs and students during the epidemic, and united the strong ideological force of the whole school to overcome difficulties, thus nurturing new opportunities in the crisis. This actually can serve as a lively ideological and political course for all. Second, act in response to the trend, strengthen ideological guidance, and create a "new pattern" of work. CUEB implemented in-depth study of the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China, promoted the theoretical and ideological work, meticulously completed the top-level design, implemented the requirements for the ideological and political courses publicity, and continued to promote the campus culture. Third, take advantage of the trend, keep upright and innovate while solidifying the foundation, and enhance the overall "fight spirit" of ideological publicity. The construction of the socialist ideological publicity team has made great progress. The news publicity has full platform coverage and full-time release, realizing a lively atmosphere of hard theoretical study, stable ideology, featured campus culture and innovative news publicity.

In 2021, socialist ideology publicity will continue to target at the following concerns, namely, fostering character and civic virtue, the centenary of the CPC and the learning of Party history, New China, the reform and opening-up, and socialist development with Party history at its core. It will also focus on ideological and political courses and the comprehensive reform of the “Complete Education for Overall Students in All Respects” so as to forge ahead together to create a new development dynamic.

Xu Fang read out the winners' list of "Advanced Organization of socialist ideology publicity", "Brand Project of Learning-oriented Party Organization Construction", "Most Influential New Media Award of CUEB", "Brand Project of Cultural Construction" and "Outstanding Individual of socialist ideology publicity" in 2020.

Han Xianzhou presented awards to representatives of the winning organizations and individuals.

Xie Xiaojuan, Party Secretary of the School of Economics, with the title of Building a Solid Belief of Communists to Forge ahead Together for Fostering Character, introduced a series of socialist ideology publicity, focusing on upholding socialism, rallying public support, fostering a new generation with sound values and ethics, developing Chinese culture, and building a positive image of China. She said that, first, the school deeply integrated the work with revolutionary culture to guide and serve the overall interests of the country. Second, it regarded ideological and political courses as an important starting point to advance the work. Third, the school deeply combined publicity with ideological work to strengthen the responsibility and the bottom line. Forth, it deeply integrated the work with convergence media construction, so as to serve staffs and students for further innovation.

Sun Mingchun, Deputy Party Secretary of the School of Law, introduced the work experience of the brand project of learning-oriented Party organization construction with the title of Developing Great Learning for the Party's Cultivation of Talents. For theoretical learning, he said that the school improved institution to develop regulations and rules, paid attention to demonstration and guidance to improve the atmosphere and strengthen internal and external interactions to create a new dynamic. Therefore, the school advanced the development in thought and cultivation of talents through learning, so as to effectively enhance the creativity, cohesion and fighting spirit of the Party organization.

Song Fei, Secretary of the Youth League Committee Branch of the School of Finance, introduced practices under the guidance of the idea “taking the overall interests of the whole country into account” entitled Sincere Heart to the Party Makes You and Me of School of Finance, including integrating the upstream and downstream of the publicity work, and paying attention to ideological and leading role of the content. Through its We-Chat official account, the school has made the work informative, multiple and unique, so as to enhance the sense of identity, honor, mission and responsibility of staffs and students, and create a good atmosphere of public opinion.

Associate Librarian Ma Yanlin Introduced the Library’s cultural construction project “Reading and Cultivating” and its featured activities and progress. As an extension of classroom teaching and a key location to enhance students’ morality and all-round development, the library can help students to inherit and carry forward fine traditional Chinese culture and advanced socialist culture by means of culture guidance, atmosphere improvement and themed cultural activities, so as to build cultural confidence and inspire intelligence.

Geng Shaobao, counselor and publicist of School of Labor Economics, shared his thoughts on ideology publicity based on the theme of “making innovation and refining ability in four respects”. He believed that as a publicist, it is necessary to keep “news sensibility” to enhance execution and “sense of innovation” together with knowledge transfer ability to integrate ideological and political education with publicity. Besides, “platform mentality” and “team spirit” are also important to help combine online education with offline practice. We should improve abilities of investigating, observing, thinking and writing and meet all challenges, so as to form the school’s distinctive features of ideology publicity.

Leaders and cadres at all levels of CUEB departments should study the guidance of ideology publicity to further their awareness and initiative in work. In addition, we should also promote the comprehensive reform of “Complete Education for Overall Students in all Respects” and the construction of ideological and political curriculum by taking fostering character and civic virtue as the main thrust under new situation, task and requirement with concerted efforts. Based on all the attempts above, we should make further innovation and layout while staying true to the original aspiration and founding mission of publicity cause, thus opening a new vista for ideology publicity.
