The Development Plan for CUEB over the 14th Five-Year Plan period (2021-2025) was issued after the approval by the Beijing Municipal Education Commission.

The 14th Five-Year Plan will mark the first five-year period for China to march towards the second Centenary Goal of creating in full a modern socialist country after achieving the first Centenary Goal of constructing a moderately prosperous society in all respects. It is a crucial period for Beijing to launch strategic positioning as the capital of the nation and to build a world-class, harmonious, and livable city. In addition, it is a vital period for CUEB to develop into a Beijing municipal high-level research university. During the 14th Five-Year Plan period, we are facing new circumstances in global economic growth, new patterns in China’s development, new requirements in education development and a new strategy in Capital development. In this context, CUEB should hold to the fundamental task of fostering virtue through education, commit itself to serving Beijing in its function of establishing four centers, and adhere to a different development road with connotation and characteristics. Keeping our school motto of shouldering responsibilities in mind, staying resilient, and striving to become a talent in thought and deed, we will prioritize talent training based on discipline construction and gain momentum from comprehensive reforms and integrated innovation to forge CUEB into a Beijing Municipal high-level research university, and China’s first-class and worldly-renowned university of finance and economics.

The plan displays 10 essential tasks of CUEB during the 14th Five-Year Plan period in explicit ways : comprehensively advance Party building in the new era, implement the fundamental task of fostering virtue through education, establish a high-quality talents training system, make progress in first-class disciplines, improve the scientific research innovation and social services, enrich first-class talent pools at a fast pace, foster new managing patterns, increase CUEB's soft power in culture, forge the modernization of CUEB governance system, and build CUEB a harmonious campus. To this end, our university will strengthen the organization and leadership, make clear responsibilities, optimize the allocation of resources, and tighten our supervision and assessment to ensure the implementation of the plan.

CUEB attaches great importance to the plan as the guiding document and set up a leading group for plan formulating, which is headed by the Party Secretary and the president of the university. This planning work was officially launched in June 2020. The planning system includes 1 school master plan, 11 special plans, 19 College (Department) plans and 7 theme plans. By pooling the wisdom of the masses, we widely collected opinions and suggestions through forums, online surveys, correspondences, and expert evaluations from all teachers and students, alumni at home and abroad and people from all sectors concerned. A total of 499 opinions and suggestions were received ranging from talent training, discipline construction, scientific research, social services, teaching staff, international cooperation, cultural development to campus construction, showing that this plan fully embraces social expectations, people’s wisdom, expert opinions, and grass-roots experience. In addition, the plan was also discussed and deliberated by the Standing Committee members of the Party Committee of CUEB, the president’s office, the University Academic Committee, the teachers’ Congress and the whole CUEB Party committee, seeking common development through concerted efforts.

After more than 30 amendments and improvements, on July 2nd, 2021, the Development Plan for CUEB over 14th Five-Year Plan period was deliberated on by the 10th plenary meeting of the fourth committee of the CUEB Party committee, and submitted to the Beijing Municipal Education Commission. Finally in December, the plan was officially released when it got approval by the Commission.

With the drawn blueprint for the 14th Five-Year Plan period, it is time to forge ahead. Under the leadership of the Party committee and administration of the University, all teachers, and students of CUEB shall work together with solidarity and write a brilliant chapter for CUEB!
