On October 27, the Action of Constructing Agricultural Zhongguancun (Agricultural ZGC) in Pinggu District with United-front Resources was launched. Yang Jinbai, member of the Standing Committee of Beijing Municipal Committee and Director of the United Front Work Division attended the launch ceremony. Li Xiaomu, Vice President of CUEB delivered a speech on behalf of Beijing Friendship Association for Non-Party Intellectuals.

Li stressed the significance of the Agricultural ZGC in Beijing’s strategic positioning as the national capital to build a global technological innovation center. Coordinating the united-front resources of the capital city, the United Front Work Department provides a broad stage and opportunities for its members to engage in their activities and initiatives. In the future, with rich intelligence resources, Friendship Association for Non-Party Intellectuals will strengthen technology-based assistance, effectively supporting the development of the Agricultural ZGC in Pinggu District in terms of the following aspects:

Firstly, the Integration Base between Industry and Education for the capital united front work is about to be established. The cooperation model between Pinggu District, universities and enterprises will be built, with the goal of leveraging strengths and sharing resources among Pinggu District, agricultural universities, and state-owned enterprises in terms of technology commercialization, personnel cultivation, social practices, and employment.

Secondly, efforts will be made to develop the seed industry cluster. This means that leading seed industry enterprises are encouraged to collaborate with universities and research institutes to explore the value of local seeds and brands in Beijing, and to provide support in strategic consulting, research and development, personnel cultivation, and market expansion.

Thirdly, a new platform for the development of non-Party intellectuals will also be established. We need to consciously guide directors of the Beijing Friendship Association for Non-Party Intellectuals at all levels to participate in technology-based assistance actions, and discover a group of young capable personnel, so as to speed up the implementation of more influential and promising science and technology projects in Pinggu District.

At the ceremony, the United Front Work Department announced the assistance action plan for Pinggu District. It aims to mobilize resources from political parties, united-front groups, and other sectors to accelerate the development of Pinggu Agricultural Science and Technology Innovation Demonstration Zone. The plan is targeted to explore an effective model for the integration of production, learning, scientific research, and practical application, attract a group of united-front enterprises, create smart scenes and innovative platforms, and gain tangible achievements by the end of 2026. The goal is to enhance the capacity for scientific and technological innovation, as well as the level of open development. In addition, it is expected to complete no less than 20 projects to assist agriculture with technology. At the ceremony, 8 Beijing Committees of political parties and 9 municipal united-front groups signed the framework agreement on cooperation with Pinggu District. The parties and groups will carry out 8 actions, including assistance in production, sales, technology, intellectual empowerment, and agricultural development. These actions will assist Pinggu District promote agricultural science and technology innovation, and train high-quality agricultural talents, and will help farmers increase their income. Additionally, certificates were awarded to 6 newly established Beijing Science and Technology Backyards and the Talent Studio at China Legu Aesthetic Education Base in Pinggu District at the ceremony.
