CUEB Hosts Beijing-Hong Kong University Exchange Program Guided by Beijing Municipal Education Commission

From May 12 to 15, the 2026 Beijing-Hong Kong University Administrators Workshop, coordinated and guided by the Beijing Municipal Education Commission and hosted by CUEB, was held at The Chinese University of Hong Kong (CUHK). 26 international affairs administrators from Beijing member universities of the Beijing-Hong Kong Universities Alliance and selected Beijing municipal universities traveled to CUHK for in-depth study of internationalized higher education philosophy and immersive exposure to the outcomes of Beijing-Hong Kong education cooperation. The workshop was the first in-depth exchange program for administrators held under the framework of the Beijing-Hong Kong Universities Alliance. It explored new pathways and offered new approaches for further deepening cooperation between universities in Beijing and Hong Kong.

The opening ceremony was held at Cho Yiu Conference Hall of CUHK on the afternoon of May 12. Attendees included Ms. Ji Sang, Chief Assistant Secretary (Higher Education) of the Education Bureau of the Hong Kong SAR Government; Ko Wing-hung, Associate Vice-President of CUHK; Ms. Wong Wing, Director of the Office of Academic Links (Mainland and Regional) at CUHK; and Quan Zhi, Director of the Evaluation and Monitoring Division of the Beijing Municipal Education Commission. Ko Wing-Hung welcomed the Beijing delegation and expressed the hope that participants would gain meaningful insights from the workshop. Quan Zhi thanked the Hong Kong side for its thoughtful arrangements and encouraged participants to study attentively and build broad professional connections.

After the opening ceremony, Ji Sang delivered the first lecture on Hong Kong’s higher education development strategy. The lecture systematically introduced Hong Kong universities’ internationalization strategy, the planning of the Northern Metropolis University Town, and the framework of education governance, providing participants with a clear basis for understanding Hong Kong’s higher education landscape.

During the four-day workshop, representatives from relevant departments of CUHK, CUHK, Shenzhen, HKU, EdUHK, and Pui Kiu Middle School held in-depth exchanges with participants. Through lectures, visits, and discussions, participants gained a fuller understanding of Hong Kong’s internationalized education environment and the distinctive features of its college system.

Toward the end of the workshop, a thematic seminar was held on deepening Beijing-Hong Kong education cooperation, the sustainable development of international university cooperation, the introduction to high-quality international resources, and services and management for international students and foreign faculty. Participants shared their reflections and engaged in lively and substantive discussions. At the closing ceremony, Ms. Wong Wing congratulated the participants and encouraged colleagues to continue deepening cooperation. Zhao Lingfei, head of the delegation and Deputy Director of CUEB’s Hong Kong, Macao and Taiwan Affairs Office, closed the workshop and thanked all parties for their support.

The Outline of Plan for Building China into a Leading Country in Education (2024 – 2035) , issued by the CPC Central Committee and the State Council, calls for improving strategies for opening up education. To this end it seeks to build major education centers with global influence, strengthen education’s support for science, technology and talent, closely aligning with the development of the Guangdong-Hong Kong-Macao Greater Bay Area as a center for scientific and technological innovation. It also aims to improve the overall effectiveness of the innovation system through high-level talent hubs and talent aggregation platforms.

At present, Beijing is accelerating the development of its role as the country’s “four centers”, while Hong Kong has clear strengths in internationalized education. Stronger cooperation between Beijing and Hong Kong is expected to generate strategic synergy and support high-level opening up in education.

Since its establishment in 2018, the Beijing-Hong Kong Universities Alliance has promoted extensive practical cooperation between universities in the two places. CUEB was among the first universities to join the alliance. The Beijing Municipal Education Commission has attached great importance to the work of the Beijing-Hong Kong Universities Alliance, as reflected in its approval of 60 Beijing-Hong Kong-Macao exchange projects in 2025, with total funding exceeding RMB 10 million. This workshop was one of the key projects approved for CUEB under that initiative.

Under the guidance of the Beijing Municipal Education Commission, CUEB carried out extensive and detailed preparations for the workshop. The professionalism and solid work style of the CUEB team were highly recognized by the commission and participating universities. Going forward, CUEB will continue to play its role as a member of the Beijing-Hong Kong Universities Alliance and make greater contributions to advancing high-level Beijing-Hong Kong education cooperation and supporting Beijing’s development as an international exchange center.
