Liu Meiying, Deputy Director of Beijing "Two Zones" Office, Visits CUEB and Delivers a Speech about "Two Zones" Plan
On March 24, Dr. Liu Meiying, a member of the Party Group, Deputy Director of Beijing "Two Zones" Office, visited CUEB and made a speech entitled "Promoting the Two Zones’ Construction with a High Quality". The symposium was hosted by Wang Yonggui, Vice President of CUEB; Han Xianzhou, Secretary of CUEB Party Committee, some teachers and students were present.
Liu described the current situation for the construction of Beijing "Two Zones" (namely, Comprehensive Demonstration Zone for Expanding Opening-up of National Service Industry & Beijing Pilot Free Trade Zone) from three aspects: international, domestic and municipal backgrounds. For the international background, the service-oriented world economy is intensifying, the development of service industry has become inevitable, and the evolution of international economic and trade rules have shifted to service industry. Much attention has been paid to the service industry trade and investment. For the domestic background, the construction of "Two Zones" responding to the general situation of national reform and opening up is a concrete measure for China to adapt to the new situation of economic globalization and to implement a more active opening policy. For the municipal background, Beijing has been equipped with advantages for an opening economy. Since 2015, the development of service industry has undergone a series of practices, such as business, system, mode and upgrading innovation, which lays a solid foundation for the construction of the "Two Zones".
Dr. Liu explained the main work and policy to construct the "Two Zones". She mentioned that we will develop a Beijing integrated demonstration zone for greater openness in the service sector. And by 2030, it is expectable to achieve six goals: freedom in trade and investment; facilitation in cross-border capital exchanging, employment and transportation; security in data flowing. Compared with other free trade zones (ports) in China, the "Two Zones" in Beijing have policy advantages in terms of market access, talent support, fiscal revenue, financial innovation and others. In the end, Dr. Liu vividly depicted a vision for "Two Zones" construction in Beijing.
Subsequently, Dr. Liu and her colleagues discussed with teacher representatives from CUEB and suggested to. take advantage of disciplines to construct "Two Zones". Zhu Jing, Deputy Director of the Comprehensive Coordination Office of the "Two Zones", and Li Hang, Deputy Director of the System Innovation Department of the Beijing Commerce Bureau, introduced the work of the "Two Zones" Office in Beijing. Yao Dongxu, Director General of Scientific Research Office, introduced the hard work of teachers to serve Beijing. Liu Xuexin, President from College of Business Administration, Zhang Jie, Vice President of college of Urban Economics and Public Administration, Lang Lihua, Dean of Beijing Free Trade Zone Research Institute, and other teachers shared their research on the construction of "Two Zones". Wang Yonggui pointed out that CUEB will actively allocate research resources, give full play to the advantages of disciplines, and serve the construction of "Two Zones".
At the end of the discussion, Han Xianzhou thanked Liu Meiying and her colleagues. He stressed that the speech and symposium played an important role in serving the capital development strategy. During the "14th Five-Year Plan", CUEB shall set up more sci-tech institutions focusing on the construction of Beijing into "Four Centers", namely, centers of politics, culture, international communication and technological innovation. Basing on Beijing and serving Beijing, CUEB shall make sustained efforts to build an open, cooperative and win-win research platform, to enhance the enthusiasm of researchers, to make definite plans and to invest in research, teaching and personnel training, so as to fulfill its commitment to the construction of Beijing’s "Two Zones".
