On the morning of April 6, to "Learn and Implement the Spirit of the 20th Party Congress, Uphold Fundamental Principles and Break New Ground for a better Job in the Communication and Theoretical Work in the New Era", CUEB convened a forum on the communication and theoretical work for 2023. This forum is a further step to learn the important remarks by General Secretary Xi Jinping on education, communication and theoretical work, to learn the spirit of higher-level meetings, to review our communication and theoretical work in the past year, and then make new work plans for 2023. Party Secretary Han Xianzhou attended the meeting and delivered a speech, and Deputy Party Secretary Xu Fang presided over the meeting.

In his speech, Han analyzed our opportunities and challenges of publicity in the new era, and put forward requirements for work in the future from three aspects.

First, we should be clear and firm in the direction to strengthen the ideological and political leadership. We should take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, deeply study and publicize the spirit of the 20th National Congress, comprehend the significance of establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold both Comrade Xi Jinping’s core position and the Central Committee’s authority and its centralized, unified leadership. The report to the 20th National Congress, based on world outlook and methodology of the thought of socialism with Chinese characteristics for the new era, proposes to comprehensively promote the rejuvenation of the Chinese nation with Chinese modernization. This is the backdrop for our present and future work. Thus, we should study the spirit of the 20th National Congress in our daily work, put it into practice, and focus on nurturing a new generation of capable young people with moral grounding, intellectual ability, physical vigor, aesthetic sensibility and work skills for the socialist cause, and contribute to the realization of the Second Centenary Goal.

Second, we should firmly implement the fundamental task of fostering virtue though education, which is also the founding mission for universities. To learn Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, universities should focus on the remarks by General Secretary Xi about education and virtue. In recent years, CUEB has fully integrated virtue-fostering education into practice, holding on to curriculum-based and major-based ideological and political education to improve the quality of personnel cultivation. Thus, heads from all schools have taken the initiative to make efforts for a higher-quality personnel cultivation system.

Third, we should pinpoint the focus, uphold fundamental principles and break new ground. In 2018, the National Education Conference reviewed General Secretary Xi Jinping's important remarks on education (since the 18th National Congress) with the "Nine Upholds" as fundamental guidelines (which means upholding the Party’s overall leadership over education, practicing the fundamental task of fostering virtue through education, putting education first, adhering to socialist education, developing education according to China’s reality, advancing people-centered education, deepening educational reform and innovation, bearing in mind the important mission to serve the great rejuvenation of the Chinese nation, and developing teaching staff as the fundamental work), forming a systematic theoretical system of socialist education with Chinese characteristics in the new era. During his visit to the Renmin University of China, General Secretary Xi emphasized that "accelerating the development of philosophy and social science with Chinese characteristics calls for the development of a self-relied knowledge system". Taking this as our guidance, we should give full play to our disciplines featured with business and economics, tell well stories about Chinese political economy. This is what we call "upholding fundamental principles". At the same time, to implement the fundamental task, we should make committed plans and actions to explore the system of "revolutionary CUEB" in the light of the actual situation of our university and disciplines in a view to innovating the paradigm of Broader Ideological and Political Education covering "ideological and political courses, curriculum-based ideological and political education and daily ideological and political education". We will also improve the mechanism of moral education and the institutional mechanism of the "Three-Wide Education" system (which means all educational workers strive to foster students in all processes and all respects)" to promote the formation of a higher level of the personnel cultivation system. We should adhere to innovation and institutional mechanisms in practice, and employ the ideological and political education bases to promote the Broader Ideological and Political Education system in an immersing environment for personnel cultivation.

At the meeting, Xu Fang conveyed the spirit of ministers of national and municipal publicity department meetings and the relevant work requirements from Beijing Municipal Education Commission, and deployed the communication and theoretical work in 2023 from four aspects. First, we should follow Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly grasp the spirit of the 20th National Congress, implement General Secretary Xi's important remarks on education to ensure a vivid practice of the spirit. Second, we need to implement the accountability system of ideological work to gradually establish ideological positions. Third, we also need to further implement the fundamental task of fostering virtue through education, improve the "Three-Wide Education" system, develop "revolutionary CUEB ", promote the high-quality development of communication and theoretical work, in a bid to create a favorable environment for our development. Lastly, we need to develop communication platforms and teams to tell well stories about CUEB.

Administrative Vice Minister of Party Committee Publicity Department Fu Lin reviewed our achievements on communication and theoretical work in 2022 from five aspects: first, the implementation of the spirit of the Party’s 20th National Congress and the 13th Party Congress of Beijing to enhance ideological guidance; second, the construction of Broader Ideological and Political Education and improvement of the system of “Three-wide Education”; third, the study of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; fourth, the implementation of accountability mechanism for ideological work to maintain the overall stability of the school's ideological position; fifth, the efforts of leveraging the strength of the all-media matrix to improve our publicity work at a higher level.

Xu Fang announced the advanced units for publicity work, outstanding personnel in the "Three-wide Education", innovation programs for revolutionary culture, the most influential new media award-winning units, and advanced individuals for publicity work.

Dong Cheng, Vice Chairman of the Beijing Educational Publicity Association and Deputy Head of the Beijing Branch of Guangming Daily was invited to give a report themed “Cultivating Youth and Bearing in Mind the Country’s Most Fundamental Interests”. Focusing on the correlation between education and publicity work, and writing a new chapter of education for Beijing’s development in the new era, he addressed some historical events of the Party and the country, such as the 70th anniversary of the founding of the People's Republic of China, the centenary of the founding of the Party, and the Beijing Winter Olympics. Additionally, he discussed other most concerned issues like the "Double Reduction" policy which aims to reduce homework and after-school tutoring pressure of primary and secondary school students and reduce families' spending on expensive tutoring. Dong Cheng illustrated how the education work in Beijing is moving forward in steps in General Secretary Xi Jinping’s guidance from the perspective of an official reporter. All of these are helpful for those in charge of the publicity work.
