Beijing Collaborative Innovation Base for Clean Governance and Rule of Law Unveiled at CUEB
On the morning of May 8, following the spirit of the 20th CPC National Congress to promote research on clean governance and the rule of law in Beijing’s universities, the Law School of Beijing Normal University (BNU), as well as the School of Law of CUEB, jointly hosted the “Unveiling Ceremony of Beijing Collaborative Innovation Base for Clean Governance and Rule of Law, and Seminar on Party Discipline Study and Education”. This activity was guided and supported by the Beijing Law Society and the CHINA Against Corruption Law Association (CACLA). Attendees were Guo Xusheng, Secretary of the Party Committee and Vice President of the Beijing Law Society; Mao Baizhan, member of the CUEB Party Standing Committee and Secretary of Commission for Discipline Inspection of CUEB; Li Hui, Director of the Research Department of the Beijing Law Society, as well as experts and scholars from nine member units of the Base.
Before the event, Wang Wenju, Secretary of CUEB Party Committee, and President Wu Weixing, Vice Secretary of CUEB Party Committee, welcomed the delegation led by Guo Xusheng at CUEB’s Hehang Hall. During the discussion, Wang briefly introduced CUEB’s history and development, expressing gratitude on behalf of the school for the Beijing Law Society’s longstanding support in teaching and research. Wu also expressed anticipation for ongoing support and guidance in law discipline, personnel cultivation, and social services, wishing this session a complete success.
During the unveiling ceremony, Guo Xusheng first delivered a speech on behalf of the Beijing Law Society, congratulating the establishment of the Base. He emphasized the critical link between anti-corruption and the rule of law, emphasizing that integrity building in the new era necessitates legal principles and approaches to address the deep-rooted anti-corruption issues. Guo highlighted the necessity to establish the foundation, implement the power, and accumulate the momentum of the rule of law to further solidify related systems within the Party and the country. He outlined three key endeavors for the future work of the Base: firstly, to have a sharp sense of integrity to serve the people and the country; secondly, to maintain consciousness of problems to settle practical issues; thirdly, to expand the scope of research and diversify channels for results transformation. He hoped that all member units could take this opportunity to implement Xi Jinping Thought on the Rule of Law and fully leverage the advantages of collaborative innovation, utilizing high-quality research outcomes to improve Party conduct, build a clean government, and combat corruption. In conclusion, he underscored the importance to promote theoretical, institutional, and practical innovations in the capital’s construction of integrity and rule of law, thereby contributing legal efforts to the advancement of Chinese modernization.
Mao Baizhan delivered a speech on behalf of CUEB, highlighting the significance of the Base’s establishment in advancing Beijing’s integrity and rule of law construction and fostering the development of a new type of legal think tank with Chinese characteristics. Moreover, this move will help to fully leverage the advantages of the Beijing Law Society and scientific research institutions in Beijing’s universities, advancing collaborative innovation in clean governance and rule of law. Mao stated that in the Base’s future development, CUEB will strengthen academic exchanges and cooperation with partner institutions and promote the transformation and application of research outcomes, contributing more to the construction of clean governance and rule of law in Beijing.
Chai Rong, Party Secretary of the Law School of BNU, delivered in his speech that the establishment of the base signified a great achievement in deeply studying and implementing Xi Jinping Thought on the Rule of Law and his key ideas on the Party’s self-reform. He emphasized the importance to deepen the Party’s discipline learning and education, while advancing towards collaborative innovation in clean governance and rule of law. Chai expressed the Law School of BNU’s willingness to further strengthen exchanges and cooperation with the Beijing Law Society and related law schools of partner institutions in all areas of the rule of law, thereby advancing legal education, theoretical research, and the rule of law efforts in the new era.
During the unveiling ceremony, Peng Xinlin, Professor of the Law School of BNU, Executive Director and Deputy Secretary-General of the CACLA, and President of the Beijing Enterprise Legal Risk Control Research Association, presented three congratulatory letters from People’s Educator Gao Mingxuan, Nobel Prize winner Mo Yan, and the CACLA. Gao Mingxuan hoped that the Base would excel in collaborative innovation in the clean governance and rule of law, serving the high-quality development of the capital with high-level research outcomes and collaborative innovation practices. Mo Yan expected that the Base would deepen research on related theory and practice, and utilize efforts of collaborative innovation, contributing to curbing and preventing corrupt practices. CACLA expressed its willingness to strengthen exchanges and cooperation with the Base, promoting innovative theories, practices, and institutions.
Subsequently, Guo Xusheng, Mao Baizhan, Chai Rong, as well as Zhang Shijun, vice president of the Beijing Law Society and dean of the School of Law of CUEB, jointly unveiled the Base, announcing its official establishment.
During the seminar, experts and scholars engaged in in-depth discussions on how Party discipline learning and education can be effectively integrated with legal education and integrity building. Attendees included Professor Ren Jianming, Director of the Integrity Research and Education Center at Beihang University; Professor He Zengke, Director of the PKU Research Center for Chinese Politics; Professor Han Yi, Director of the Professor Committee of the Law School at Minzu University of China; Professor Tian Hongjie, Vice Director of the Criminal Legal Science Research Center at Renmin University of China; Professor Zhang Jing from the Law Department at Beijing University of Technology; Professor Wang Zhenhui, Deputy Dean of Procedural Law Research Institute at China University of Political Science and Law; Professor Peng Haiqing from School of Law at Beijing Institute of Technology; Associate Professor Zhang Yanlong, Deputy Party Secretary of Law School at Beijing Foreign Studies University, along with Professor Wang Jianbo, Professor He Jinqian, and Dean Assistant Chen Hanfei from the School of Law at CUEB.
During the concluding session, Guo Xusheng provided feedback on the insightful remarks made by the participating experts. Zhang Shijun, on behalf of the School of Law at CUEB, reiterated gratitude for the support and guidance of the attending leaders and experts. He affirmed the School’s commitment to integrating its elite forces into the Base’s research, closely collaborating with partner universities, thereby developing it into a top-tier think tank in capital’s integrity and rule of law construction.
