The theme of this forum was “the development and governance of central business district." The Forum consisted of an assembly forum in the morning and around table forum in the afternoon. Over 10 experts made enlightening speeches on the forum, and exchanged ideas  on the supply side reform and CBD development, industrial structure adjustment and CBD development, CBD development and regional governance, the development of Tianjin Binhai CBD innovation-and-entrepreneurship zone, and the development of east Zhengzhou CBD, Beijing CBD, etc.

The first half of the forum was presided by Professor Wang Manyi, chief expert from Beijing CBD Development and Research Base of Philosophy and Social Sciences. Professor Zhang Zhuoyuan, commissioner from the Chinese Academy of Sciences, Zhang Chenghui, researcher and director of financial department under the State Council Development and Research Center , Zhang Qingxi, deputy director of Beijing Philosophy and Social Sciences Planning Office, JinBaoping, President of China's Urban Economic Association, and Professor Wen Kui , chief expert of Megacity’s Research Institute of CUEB made opening remarks, Professor Zhu Heliang，director of Division of Academic Research of CUEB made a speech on behalf of the school leadership.

The second half of the forum was chaired by Professor Zhang Jie, deputy director of Beijing CBD Development and Research Base of Philosophy and Social Sciences, Zhao Hong researcher and vice president of Beijing Academy of Social Sciences, Shan Jingjing researcher from Chinese Academy of Social Sciences Institute of Urban Development and Environment, Zhou Junying, vice director of the New District Management Committee of eastern Zhengzhou , Professor Chen Liping of CUEB, Professor Liu gang, vice president of the Coastal Development Institute of Nankai University, Jiang Sangeng, director of CBD Development and Research Base made speeches respectively.

Jiang analyzed the existing problems in the development of new and old CBD in megacities. He pointed out that the new and old CBD should develop in coordination: 1. promote quality, transformation and upgrading; 2. strengthen communication, complementary advantages; 3. improve transportation, and win-win cooperation.

The forum also released “the annual report of Beijing CBD development and research base of philosophy and social sciences “ by Beijing CBD Development and Research Base, “the collected works of central business district development and administration", etc.

Present at the forum were more than 200 related leaders, well-known experts, scholars, from the Chinese Academy of Social Sciences, the Ministry of Commerce, the State Council Development Research Center, Urban Economic Association of China, Beijing Philosophy and Social Sciences Planning Office, Renmin University, Nankai University, Beijing Technology and Business University, Beijing University of Posts and Telecommunications, Anhui Science and Technology University, Beijing Union University, Beijing CBD Management Committee, Management Committee of Eastern Zhengzhou CBD, Xi 'an CBD Management Committee, etc. as well as teachers and students from CUEB, and friends from media.
