CUEB, CUFE and Standing Committee of Beijing Municipal People's Congress Establish a Budget Supervision Base

On September 17th, the Standing Committee of Beijing Municipal People's Congress signed a cooperation framework agreement with CUEB and Central University of Finance and Economics (CUFE) to jointly establish a budget supervision base. Li Wei, Director of the Standing Committee of Beijing Municipal People's Congress, granted plaques to the two universities. Li Yingjin, Deputy Director of the Standing Committee of Beijing Municipal People's Congress, Liu Yunguang, Secretary-General of the Standing Committee of Beijing Municipal People's Congress, Feng Pei, Party Secretary of CUEB, Fu Zhifeng, President of CUEB, attended the event.

Li Wei stated that the establishment of budget supervision base is a specific measure to implement the budget supervision and reform of the CPC Central Committee and the Beijing Municipal government. It is the first time that the Beijing Municipal People's Congress has conducted cooperation with universities to promote the budget supervision work. Under the leadership of the Party and based on conditions of China and its capital Beijing, we should build the base into a think tank of the local People's Congress. Beijing Municipal People's Congress and the two universities fully leverage their respective strengths for closer cooperation, resource sharing and bold innovation. The two sides should conduct in-depth studies to improve the NPC inspection & supervision system and working mechanism.  And greater contributions can be made in the work of advancing law-based administration, budget system and promoting the modernization of China's system and capacity for governance.

 

Li Wei pointed out that the relevant committees of Beijing Municipal People's Congress and the Standing Committee will offer services to make full use of the budget supervision and Internet platform. Through the sharing of basic data resources, policy information and research results of think tanks, these committees should support the base to focus on the major problems of the economy and social development of Beijing, give feedback to think tanks in terms of financial legislation, planning and budget supervision, and create opportunities for the development of think tanks. Scholars at the base should go deep into the grassroots, analyze the causes of prominent problems and seek countermeasures so as to provide intellectual support for the duty-fulfillment of the Standing Committee and Special Committee of Beijing Municipal People's Congress and NPC members to make full use of people's "money bag".

Feng Pei said that CUEB highly values the organic combination of scientific research and social services. The budget supervision base aimed to give full play to the role of think tanks by means of universities multidisciplinary research and fully satisfied the needs of Beijing Municipal People's Congress. Also, it aimed to establish a stable research team of finance, taxation, and government big data analysis to provide intellectual resources and technical support for Beijing's social and economic development, revenue and expenditure budgeting, supervision and inspection.

 

Feng Pei expected that the research base could be able to combine both sides’ advantages in resources, academic studies and practices, help Beijing Municipal People's Congress to perform its duties in accordance with the law in a new situation, promote CUEB to be a high-level research university, and make contributions to the budget inspection and supervision.
