At the end of December 2019, the journal Insurance Today and its WeChat Official Account jointly initiated the selection activity of “40 People in 40 years (1979 to 2019) in Chinese Insurance Industry” and “Special Honor to 40 Chinese Insurance Workers”. Professor Tuo Guozhu from School of Finance, CUEB, received the award as one of the “40 people”, as was Liu Hongru, the former deputy governor of  People’ s Republic of China, Ma Yongwei and Wu Dingfu,  former Chairman of the China Insurance Regulatory Commission (CIRC), Long Yongtu, chief negotiator of  China’ s entry to  WTO, Professor Wei Hualin from Wuhan University and Professor Hao Suyan from Central University of Finance and Economics.

Tuo Guozhu is the professor and doctoral supervisor of Insurance from the School of Finance as well as the Director of the Rural Insurance Institute. In October 1991, he went to Manitoba University in Canada to study the development theories and experience of Social Insurance and Agriculture Insurance in rural areas of China and Canada. He came back to China in April 1993 and collaborated with Manitoba University to hold the first International Agriculture Insurance Seminar in 1994. During his work in the School of Finance, he initially started the academic exchanges and communication of Insurance between both sides of the Taiwan Straits. 

Tuo Guozhu, together with people in the Insurance industry and scholars in Insurance, actively put forward proposals about rural Insurance system, policy and operation based on the Insurance study. In response to various questions raised by the government and academia for “the nature of Rural Insurance policy”, he repeatedly pointed out that policy agriculture insurance was a scientific concept and the essence of agriculture insurance policy. Some policies and suggestions of Tuo Guozhu were adapted by Agriculture Law of the People’ s Republic of China, Regulation on Agriculture Insurance, as well as other important rural insurance related documents. Tuo Guozhu also contributed to disseminating knowledge of agriculture insurance, especially writing popular books for the grassroot cadres and peasants.
