National Tax Law Research Base Wins “Model Collective in Beijing”
On December 22nd, the commendation meeting for Model Workers, Exemplary Individuals and People’s Best Civil Servants (Individual) was held at the Beijing Conference Center. Cai Qi, member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Secretary of the CPC Beijing Municipal Committee, and other leaders of the CPC Beijing Municipal Committee, Beijing Municipal People’s Government, Beijing Municipal People's Congress, and Beijing Municipal Committee of the Chinese People’s Political Consultative Conference attended the meeting and presented awards to winning units and individuals. At this commendation meeting, the National Tax Law Research Base was awarded the honorary title of “Model Collective in Beijing”. Wang Jingda, Deputy Director of the research base, attended the commendation meeting on behalf of the research base.
The National Tax Law Research Base is a research institute jointly established by CUEB, the National People’s Congress, the Supreme People’s Court, and the State Administration of Taxation. Hao Ruyu, Vice Chairman of the Financial and Economic Committee of the National People’s Congress, Zhou Qiang, President of the Supreme People’s Court, and Wang Jun, Director of the State Administration of Taxation jointly unveiled the plaque of the research base. In December 2017, the base was jointly approved by the Beijing Municipal Education Commission and Beijing Municipal Planning Office as the “Beijing Philosophy and Social Science Research Base”.
Since its establishment, under the leadership of the chief expert, Hao Ruyu, Vice Chairman of the Financial and Economic Committee of the 11th and 12th National People’s Congress, and Cao Jingtao, Director of the research base, researchers have conducted in-depth investigations on major and difficult issues in the economic and social development of the country and Beijing. They have visited dozens of units in the provinces and cities across the country and Beijing, held nearly 100 seminars and completed more than 60 high-quality research reports. Based on these research reports, more than 30 policy recommendations have been completed and then received approval from the central and Beijing leaders. In particular, the central leadership gave important instructions to the research base’s suggestion of “tax authorities levying social insurance fees”. The collection of social insurance fees by tax authorities was written into the report to the third Plenary Session of the 19th CPC Central Committee. The National Taxation Law Research Base provides an important basis and reference for national and Beijing’s economic and social decision-making, and gives full play to the role of professional think tanks. In May 2019, the research report Research on the Collection of Social Insurance Fees by Tax Authorities jointly completed by Professor Hao Ruyu and Professor Cao Jingtao won the “First Prize of the 15th Beijing Philosophy and Social Sciences Outstanding Achievement”.
The National Taxation Law Research Base has not only employed the country’s highest taxation legislation, law enforcement, and judicial cooperation in a holistic way, but also attracted top researchers in the fields of domestic taxation, finance, law, economics, and management to jointly conduct research and achieve the integration of economics, law and management. This allows the scientific research in this base to take a broader perspective, get closer to the national and Beijing conditions, and to the frontier of professional research, therefore leading to more fruitful research achievements.
