On January 4th, Epidemic-Control Office in CUEB held a meeting to communicate instructions for the epidemic prevention and control proposed by the Standing Committee of the Party Committee of CUEB on December 31st and to discuss responses to Covid-19 in the coming winter vacation. Sun Haozhe, CUEB Vice President, attended the meeting and delivered a speech. Members of Epidemic-Control Office and related staff attended the meeting.

On December 31st, the Standing Committee of the Party Committee of CUEB approved Work Plan of CUEB on Further Strengthening the Prevention and Control of Epidemic (issued by CUEB Party Committee [2020] No.45) and Notice on the Strengthening Epidemic Prevention and Control in the Winter Vacation (issued by the Party and Government Office of CUEB [2020] No.6). In line with the principle of related documents and to implement the requirements of the higher-level epidemic prevention and control, CUEB will implement strict closed-off management from January 13th to the end of the winter vacation, following the wartime management mechanism for epidemic prevention.

The meeting urges the Epidemic-Control Office to remobilize staffs and redeploy measures so as to fully implement the epidemic prevention and control work at the end of the semester and in the winter vacation.

Sun Haozhe pointed that the first thing to ensure the epidemic prevention and control during the winter vacation is to improve the communication system and clarify the mechanism. We shall set up two different systems: the vertical system with personnel classification management as the core and the horizontal system with systematic management as the core. These two different systems are complementary to ensure there is no loophole in the management and in the epidemic prevention and control chain. The heads of all functional departments, supplementary departments and the leaders of Party Committee in all teaching units shall be the leaders responsible for epidemic prevention and control of their own units. Each secondary college must appoint two officials on county level as vice leaders being responsible for all faculty and students respectively. All these works will be organized by the Office of Student Affairs, the Graduate Student Affairs Office and the Teacher’s Work Department. The Office of Logistics Services manages its own staff. The Center for Disease Control and Prevention in CUEB conducts the requirements of the higher department to deploy the work plan and formulate related documents. Each department should implement all decisions and deployments by CUEB based on its own condition. As a result, all tasks are organized, implemented and supervised well and the epidemic prevention and control work can achieve success. Secondly, we shall ensure the arrangements for epidemic prevention and control throughout the winter vacation. In order to meet the requirements of the epidemic prevention and control, we shall ensure each CUEBer can understand and obey the management policies through clear systematic communication and mobilization. To ensure peace and safety on campus, we should take strict management measures and thoughtful guarantee services. Sun stressed that we shall set up personal itinerary file for each student and all faculty, in order to track their information and to provide safety education for people who leave CUEB or Beijing. We should remind faculty and students of reducing mobility and making an appropriate vacation plan based on the requirements for epidemic prevention and control. In addition, Sun gave instructions on some issues and asked related units to implement as soon as possible, such as the information investigation of students staying in the school during the whole winter vacation, the management of the medical observation area and the online-work for all faculty.

The participating departments made presentations respectively, held consultations on implementations and also worked out recent work plans, such as establishing management teams for students and faculty members, and organizing the nucleic acid testing for school-leavers.

After the meeting, the Center for Disease Control and Prevention in CUEB issued a notice to all units to implement relevant issues of the meeting, and actively guided all units to carry out policy interpretation, resource arrangements and other work to ensure that the consultation results are implemented quickly and the policy requirements are carried out accurately.
