At the Ceremony Marking the Centenary of the Communist Party of China, President Xi explained that learning from history to create a bright future, we must uphold the firm leadership of the Party and bear in mind the country’s most fundamental interests, which showed the Party’s fundamental purpose of serving the people and determination of standing firmly with the mass. Studying Party history does not merely make the whole Party baptized and promoted, but also make the mass educated and benefited. Xi emphasized that we must combine the study of Party history with previous experience and current situation so as to serve the public in a down-to-earth manner. For this, we must firstly fulfill our duty to provide better services, giving full play to the pioneer model of Party members. In addition, we must pay much attention to the most disadvantaged group, the most prominent problems and the most practical interests so as to effectively solve problems puzzling the public.

Now the Party Committee of CUEB has actively implemented requirements from higher authorities and made the Plan on “Working for People in a Down-to-earth Manner” based on the actual situation in CUEB. Targeting at major tasks, such as improving education and management quality, meeting the needs of staffs and students, ensuring an instant response to any appeal, etc. CUEB Party Committee conducted surveys, made a wish list, and tried to realize them one by one. What’s more, a problem-solving mechanism has also been formed, so as to promote the sense of gain and happiness of faculties and students. The Standing Committee of the Party Committee of CUEB held panel meetings for periodical reports, made overall plans and carried them out coordinately with strict supervision and then updated the list timely to ensure that all work would be done well.

CUEB Party Committee collected the "wishes" of staffs and students in an all-round way, such as site survey, group discussion, public opinion survey, online opinion collection, complaints and proposals reporting, "2345" hotline for staffs and students, and in-depth study of the proposals by the Labor Union and Teachers’ congress. After collecting, sorting and analyzing, there are a total of 8 items of school-level wishes, of which 4 items have been accomplished, and 3 are going to be finished before next semester. Party organizations of secondary schools have set up a total of 233 items of "wish list", among which 74 were related to the high-quality development of CUEB, 151 to the living standard on campus, and 8 to "instant response to complaints and proposals”. So far, 41 items have been done, 63 to be done by July 2021 and 110 to be completed by the end of this year.

Setting up "2345" service platform for staffs and students and form "12345" working mechanism

In order to remove the root causes of problems and provide instant response and supervision, we has actively set up the "2345" service platform for staffs and students. This platform is to cover the "last mile" of service and can help to “solve minor issues by secondary schools and major ones by our university”. Up to now, the "12345" working mechanism has been initially formed: “1” means one service platform for staffs and students; “2” means two focuses, that is, working for people in a down-to earth manner and “Three Aspects of Education”, namely, the integrity of all staff, whole process and all-around education; “3” means the integration of three administration levels, that is, the university, administration offices and secondary schools; “4” means the establishment of four mechanisms, namely instant response, separate responsibilities, analysis and assessment , and improvement of supervision; “5” means the access to communication channels, namely, mobile terminals, 2345 hotline, the mailbox of secretary and president, reception day of school leaders and daily reception. This “12345” working mechanism strives to transfer the style from "providing solutions after people’s appeals and then drawing inferences to "taking the initiative to provide solutions before any appeal".

Moving forward the co-construction of CUEB affiliated kindergarten to address the children enrollment issue of for staffs

In order to address the kindergarten enrollment issue for kids of all staffs, CUEB and Fengtai District Education Commission actively moved forward the construction of CUEB affiliated kindergarten. Since this May, relevant departments of CUEB and staffs of Education Commission have carried out field survey to learn about the hardware construction of the kindergarten, such as main structure, layout design and function zones. The kindergarten is located in the east of our campus, with 9 classes set up in a total area of 3,900 square meters. After consulting with the Education Commission, the "Framework Agreement for Joint Construction" was signed before July 1. Next, relevant work will be further moved. It is planned to complete the preparatory work, such as forming management and operation team, decorating and adjusting internal function, and equipping children's teaching aids by the end of the year. Several operation rehearsals will be carried out and passed in the first half of 2022, and then the kindergarten will officially open in September 2022.

Maintaining multimedia equipment to ensure smooth teaching

In order to ensure smooth teaching with multimedia equipment and improve student’s study effect in multimedia classroom, we made a plan about maintaining the multimedia equipment based on current conditions. The multimedia equipment shall undergo centralized maintenance during this summer vacation and the working conditions of the equipment shall be in full monitoring. At the same time, we shall communicate with teachers about their user experience and deal with the breakdowns in time. As for problems reported by teachers about computers in Boxue Building, such as low startup and frequent breakdowns, we have upgraded the software and hardware by the end of this May, purchased devices including memory and solid-state disk, and completed the installation and trial run.

Focusing on minor matters to enhance sense of happiness in CUEB

To meet teachers and students demand and improve their sense of happiness, we created working lists and oversaw the implementation of the work relate to renovation of gymnasium, improvement of campus network and database of library electronic resource, and comprehensive renovation of canteen in Hongmiao Campus. After active coordination with relevant staffs, the gymnasium is now open on both weekdays and weekends, which enriches leisure activities of all staffs and students and makes it convenient to do physical exercise. Besides, we planned to finish the renovation of gymnasium at the beginning of this September and put it in use in the new semester. To provide support for teaching and research, we raised students' monthly free campus network traffic again from 10GB to 20GB. At the same time, the overflow fee was reduced from 0.9 yuan per GB to 0.5 yuan per GB. Further improvement would be made on the database of library electronic resources, purchasing three more electronic resource databases, including China Yearbooks Full-text Database, a product of China National Knowledge Infrastructure (CNKI). The comprehensive renovation of canteen in Hongmiao Campus was also started, and the following work about renovation and the building of Special Flavor restaurant" were going in a steady way. 

Next, Party organizations at all levels are going to learn the speech by President Xi on July 1, staying true to the Party’s founding mission, learning from history to create a bright future. Integrating the study of speech by President Xi with the education of Party’ history, we should integrate “working for people” with strengthening community-level Party building. We need to uphold a systematic approach and target at problems, so as to transform what we’ve learned into motivation and action. Taking the reform and development of CUEB into account, we shall act in the right guidance, innovate working methods, and implement reforms according to different situations in order to bring out multiple effects. In this way, we can provide targeted and effective service to staffs and students, to strengthen the supervision and assessment for actual work, and establish a long-term mechanism. We will continue to hold activities publicly relying on the mass, avoiding formalism and bureaucracy, so as to serve people better and make testable achievements.
