CUEB Organizes Campus Emergency Closed-off Management Drill
On April 25,CUEB organized campus emergency closed-off management drill in main campus to effectively deal with the emergencies that may occur in campus epidemic prevention and control, and improve our university’s response to emergencies. Han Xianzhou, Party Secretary of CUEB, Fu Zhifeng, President of CUEB, Sun Haozhe, Vice Presidents of CUEB, and the responsible directors of the leading units of special working groups on emergency management conducted the drill on the spot. Other school leaders, Ren Xueli, Deputy Divisional Disciplinary Inspector of the Disciplinary Inspection and Supervision Group of the Municipal Commission for Discipline Inspection in the Municipal Education Work Committee, Ren Naiqing, Director of Xincun Sub-district Office, person in charge of epidemic prevention and control of Beijing Electronic Science and Technology Institute, and office members and unit leader of the Office of the Leading Group of School Epidemic Prevention and Control observed the drill.
Setting up four parts including emergency triggering, emergency disposal, emergency guarantee, and case closure and evaluation, this drill showed the operations of emergency closed-off management after a simulated outbreak through Safecampus management service center.
Scenario 1: Reported case on Emergency Triggering
At 10:00 am, a teacher was notified a positive nucleic acid test after entering the school. After receiving the call from the teacher, the office of school's epidemic prevention and control work leading group immediately verified the information, studied and judged the decisions, and reported the situation to the school leaders and senior supervisory units. The campus declared a state of emergency on epidemic prevention and control. and the commander-in-chief of the emergency mechanism instructed the school to implement The Work Plan of Campus Emergency Closed-off Management immediately. We set up a temporary general headquarters and sub-headquarters on spots, closed the campus especially the epidemic-related buildings, conducted epidemiological survey and coronavirus origins tracing firstly, and checked personnel information in each building under digital management for a matrix of campus sectors.
Scenario 2: Closed-off Management on Emergency Disposal
After triggering the emergency, each special working group worked collaboratively according to the established working process under the guidance of the local disease control department. The security team actively cooperated with the local disease control department to inquire the travel records and people contacting with the confirmed teacher on campus to control each area in a timely manner.
The health and epidemic prevention team made thorough strategies of the arrangement and transfer of epidemic-related personnel, and campus zoning and grading.
The logistics support team carried out comprehensive disinfection to key grounds under the guidance of the disease control department.
The nucleic acid testing team were well prepared for nucleic acid testing in all aspects and the internal working systems of each building cooperated to conduct testing among personnel on each floor in an orderly manner.
Scenario 3: Material Supply on Emergency Guarantee
During the closed-off management of the campus, the logistics support team and the building unit working system cooperated tacitly to deliver all sorts of materials to the destinations on time and in quantity. Material swapping buffer zones were set up in each building and on each floor to ensure that all distribution processes are contactless to avoid the risk of cross-contact. Relevant departments cooperated with each other to meet various needs of teachers and students in the school in a timely manner, and at the same time do a good job in medical care, education security and other emergency guarantees.
Scenario 4: Exchange and Discussion on Case Closure and Evaluation
Participating leaders commented on the drill when it was over and all the participants reviewed and analyzed the whole process to tease out the deficiencies in key processes and parts. In strict accordance with the requirements of the superiors, this drill truly simulated the emergency response scene, which effectively tested the feasibility of our emergency plan and improved our competence to respond to emergent outbreaks. It also tested the working plan, improved the working process, and strengthened the school-government coordination.
Facing the severe and complex epidemic situation, the campus prevention and control is at a critical period. Members of the school's epidemic prevention and control work leading group should learn from this drill to find problems and make up for shortcomings to ensure a smooth command system and improve the emergency closed-off management process and division of responsibilities in case a more complex campus emergency may occur in the future, and effectively improve the plan to be more scientific, targeted and practical. It is also necessary to strictly implement the detailed requirements of the emergency closure management plan, attach great importance to both mentality and concrete measures, making every effort to coordinate the emergency closure management work; the members should provide targeted training for all teachers and students in the school to guide them to strengthen their awareness on epidemic prevention and self-discipline, and further boost their response to the outbreak.
