Party organizations at all levels and all Communist Party members:

At present, the epidemic prevention and control situation in Beijing is extremely severe and complicated, without even the slightest hesitation. The Party Committee of CUEB convened a conference to further learn and implement the guiding principles of General Secretary Xi Jinping’s important speech on epidemic response, stating that we should earnestly carry out the requirements of the superior departments. All the teachers and students, guided by the Party Committee of CUEB, have acted upon orders and made contributions to epidemic prevention and control. Faced with a persistent severe and complex anti-epidemic situation, all Party members, to quote a Chinese saying, “For a boat to sail upstream, it has to forge ahead or to be driven backward”, should be brave to fight a tough battle, take prompt actions to implement various anti-pandemic works, curb the spread of the virus beating the clock, in a bid to offer a strong political guarantee to win the battle against the epidemic in Beijing. Therefore, we hereby issue an initiative to the Party organizations at all levels and all Communist Party members in CUEB:

First, enhance political stance and implement various epidemic prevention requirements, to be a good “demonstrator” of anti-pandemic, consolidating the line of defense against the virus.

The Party organizations at all levels and all Communist Party members in CUEB must strengthen confidence, hold firm the defense line, perform their due responsibilities and try the best. Especially at such a critical moment, it is a must to be sober-minded, remain on high alert and always be ready to fight against the virus. It is important for us to unwaveringly adhere to the dynamic zero-COVID policy and roll out strategies to tackle both imported cases and domestic resurgences, and be keenly aware that there is still a long way to go before succeeding in fighting against the virus as it is so complicated and keeps resurging, consciously take up the political responsibility of epidemic prevention and control. We should also take the lead in strictly implementing the “four-party responsibility” in anti-pandemic, namely, location, department, workplace and individuals. Meanwhile, we should give full play to the leading role of Party organizations, strictly roll out various anti-pandemic policies, timely make up for deficiencies, and those who have been found to have seriously violated the regulations on epidemic prevention and control shall receive serious punishment. We shouldn’t follow any rhetoric or action aimed at distorting, challenging or discrediting China’s COVID-19 response policy. Instead, what we need to do is to cooperate with epidemic prevention work, participate in nucleic acid testing, vaccination, and community epidemic prevention work as required, reduce unnecessary social interaction activities, respect facts and science, and neither spread nor buy into rumors.

Second, shoulder due responsibilities and cement the fighting fortress, to be a good “organizer” of anti-pandemic, steadily consolidating the strong line of defense against the virus.

Party organizations at all levels should take the initiative to shoulder responsibilities and demonstrate their performances. Besides, they are also supposed to fully leverage the political strengths and organizational abilities, enabling the Party’s political advantages, organizational advantages and advantages of maintaining close ties with the people to serve as the driver behind pandemic prevention and control. Enough personnel should be ready at any time. Party members and cadres at all levels should undertake urgent, difficult, dangerous, and heavy tasks, so as to see that where there is a need, there is the dedicating Party. Meanwhile, we also need to ensure the service measures on the ground, and Party organizations at all levels should, in light of their respective duties, organize the Party members to make pandemic prevention and control smooth, with a view to earnestly ensure campus security and stability. Some awareness-raising and mobilization activities should be in place to further spread and implement the guiding principles of Xi Jinping’s important speeches and instructions, in a way that strengthens ideological guidance and firm up the CUEBer’s confidence in success.

Third, put CUEBers in the first place and fulfill the responsibilities of ideological and political education, to be a good “spreader” of anti-pandemic, presenting the “Broader Ideological and Political Education” in the fight against COVID-19.

We should continue to strengthen ideological and political education amid the pandemic prevention and control. While letting the Party know about the well-being of the CUEBers, we should also fully pass on the Party’s care to the CUEBers. Moreover, we need to take the initiative to introduce the policy of pandemic prevention and control and the latest anti-pandemic requirements in CUEB. Psychological and counseling services should be increased, as should compassionate care for those in need. It is necessary for us to lead the CUEBers to form a correct understanding and cooperate with the pandemic prevention and control, and take practical actions to demonstrate the care of the Party. Also, we should tell true and moving anti-pandemic stories of those working on the frontlines, collect, sort and spread anti-pandemic materials with positive attitude, focus on those moving moments and pay close attention to the details in daily life. Together, the national spirit embodied in the anti-pandemic stories should be integrated into students’ lessons, showing the pioneering nature of the Party. Support should be given to those in need, help them address difficulties and problems in their study and work under such a particular time. And then, do a good job on key fields such as online classes, graduate employment, service and guarantee of CUEBers who are in lockdown zones and control zones, presenting the strength of the Party in concerted actions.

Just as a Chinese saying goes, “At the commencement things are treated as trivial, but as the end draws near, they assume great proportions.” During the fight against the pandemic, Party organizations and members at all levels should remain committed, stay confident, meet challenges and difficulties head-on, pool strengths with a unity of purpose and forge ahead side by side. Also, to quote a Chinese poem that describes the bamboo growing in rocks, “It is strong and firm though struck and beaten without rest; careless of the wind from north or south, east or west.” Let’s jointly create unbreakable walls of protection to safeguard all the CUEBer’s health, and keep the Party flag flying high on the front of the battle against COVID-19!
