Teacher from School of Law Delivers Keynote Speech in Beijing’s Party-Building Reform Forum of “Handling Affairs Immediately once Complaint Received”
On December 18, jointly hosted by the Chinese Academy of Social Sciences (CASS), the CPC Beijing Municipal Committee, and the Beijing Municipal Government, Beijing’s Party-Building Reform Forum of “Handling Affairs Immediately once a Complaint is Received” was held at China National Convention Center (CNCC). On the morning of December 19, the Parallel Forum “Super City Governance Led by the Party Building: Delicacy Governance, Common Governance, and Self Governance Under the Rule of Law” was held. CUEB’s School of Law participated in the parallel forum, and Associate Professor Chen Hanfei, on behalf of Zhang Shijun, the dean of the School of Law, delivered a speech titled “Research on Mechanism of Multi-participation in Active Governance”.
The reform of “handling affairs immediately once a complaint is received” is the implement of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era (hereafter The Thought) in Beijing and modernizing Beijing's system and capacity for governance. Recently, CUEB’s Party Committee and administrations have attached high importance to “handling complaints immediately” in the requirements of the People’s Government of Beijing’s Municipality as the further practice of The Thought in Beijing. Dean of the School of Law Zhang Shijun and his team have been undertaking “Research on mechanism of multi-participation in active governance”, a major project funded by Beijing Office for Social Science. Based on knowledge in the discipline of Law and practical cases about “handling complaints immediately”, the team has comprehensively explained concepts like “whole-process people’s democracy” and “putting people’s interests in the first place”, summarized the practice results and characteristics behind the cases, and achieved high-quality fruits.
The speech consists of three parts. The first part is the “Report of Research on the Mechanism of Multi-Participation in Active Governance”, which generally explains the achievements in the mechanism. The second is “Improved Theory of Handling Affairs Immediately once a Complaint is Received from the Perspective of the Mass”, which analyzes the mass line in “handling complaints immediately”. The third is “Case Study of Active Participation in Social Governance of People’s Tribunal”, which studies the “governance to prevent and handle disputes” in the People’s Tribunal of Huaxiang and explores the experience and ways of multiple involvement in primary-level governance. The content is closely related to the exercise of reform in Beijing. Based on the experience, it improved the theory of “Active Governance and Handling before Complaining” and reached desired results.
As is reported, this forum, themed with “Driven by Mass Demands to Govern the Super City”, centers on important subjects about city governance in order to serve the people and deepen the reform. The comrades in charge and leaders from the CASS, Shanghai, Tianjin, Chongqing, and Zhejiang provinces attended the forum and delivered speeches. The forum was held on the occasion of the fourth anniversary of the reform, which is significant for reviewing and writing a new chapter to modernize the city’s governance with joint efforts.
