Moving toward a low-carbon economy has become the consensus of countries around the world. Many countries, especially developed countries, have taken a low-carbon economy, by developing low-carbon technologies and low-carbon industries to improve national competitiveness. For China, moving toward a low-carbon economy is not only the responsibility for preventing global climate change, but also the direction for economic development, transforming and upgrading. Thus, China has always been committed to pursuing a low-carbon economy and green economy. Especially since the 18th CPC National Congress, the Party Central Committee has proposed to “regard promoting green and low-carbon ways of production and life as a profound revolution in the concept of development”, and to “incorporate the peaking of carbon emissions and carbon neutrality into the overall layout of building an ecological civilization”. To realize this socialist ecological civilization in the new era, it is necessary to clarify the accounting of China’s total carbon emissions, the inter-industry distribution of carbon emission targets, the price game mechanism of carbon emission trading, and the carbon tax policy. The Chinese version of the book, from the perspectives of game theory, mechanism design theory, input-output theory, econometric theory, calculable general equilibrium, etc., has made an in-depth study on China’s total carbon emissions, the distribution of targets in different periods, industries and regions, as well as the ways to realize carbon emission goals and mechanism design. By employing dynamic simulation methods, the book has provided guidance and reference for the development of a low-carbon economy in China. It is a key project of the National Philosophy and Social Science Fund of China (10AJY002), with great theoretical value and practical significance to fill the gap in the market. The book was funded by the National Publication Foundation as one of the National Key Book Planning Projects of the 12th Five-Year Plan. It also won the First Prize in the 15th Beijing Outstanding Achievement in Philosophy and Social Science, winning recognition in the academic community and society.

To disseminate China’s academic achievements to the world, translating China’s high-level academic works into English and publishing them by world authoritative publishing institutions is an effective way to deepen academic exchanges between China and foreign countries and expand the international influence of Chinese academics. Taylor & Francis Publishers Group is a leading publisher in the world, especially famous for publishing high-level academic works. They have strict selection criteria for the translation and introduction of academic books. The reason why they chose to introduce the English copyright of the book is that they believe that most of the foreign studies focus on the methods, approaches, and implementation effects of carbon emission reduction policies, while this book studies China’s determination process of carbon emission targets, especially the key issues, such as carbon emission responsibility sharing and carbon emission target allocation, reflecting the latest progress and achievements of China’s research on the low carbon economy. The details are as follows:

1.The uniqueness and innovation of the research perspective. At present, there are few studies on the allocation of carbon emission reduction targets among different stages, different industries and different regions of a country. The book discusses this issue in theory and conducts a detailed empirical study. Its analysis methods, perspectives and conclusions will serve as valuable reference to academia and policy makers.

2.Standardization and representativeness of research methods. This book serves as an example of a more standardized economic study on China's carbon emissions and conducts relevant policy evaluation and analysis.

3.The depth and significance of the research field. Unlike most of the domestic research focusing on the necessity and conditions for the development of low-carbon economy, the concept of low-carbon economy and the introduction of foreign experience, the book draws on methods, including input-output theory, econometric theory, and computable general equilibrium to study the allocation of China's total carbon emissions and emission indicators in different periods, industries, and regions, as well as the modes for the realization of carbon emission targets, and then proposes a number of countermeasures. The suggestions are conducive to the realization and low-carbon economic development.

To bridge Chinese and foreign academics through academic communication, it’s necessary to make books meet international standards in terms of both content and form. In this regard, Prof. Wang Wenju and others rewrote and revised the Chinese version, updated the data and content of the whole book, and adjusted the expressions and structure through addition, deletion and mergence. This makes the English version more refined and highlights its academic publishing value. These efforts have been widely recognized, as is shown in the strong recommendation from Routledge: “This book is a must-read for scholars and students majoring in economics, especially those who pay attention to China's economic development and low-carbon economy.”

The CPC 20th National Congress steers the course of the new historical task and great significance of ecological civilization from a strategic perspective. In the new stage of development, we need to actively and steadily come to carbon peaking and carbon neutrality, improve the carbon emission accounting system and carbon emission market trading system, and actively participate in the global governance of climate change. The publication of the English version will undoubtedly help foreign readers to understand the development of China's low-carbon economy and its contribution to carbon emission research, and to deepen their understanding of China's strategy and economic policy on carbon peaking and carbon neutrality. In addition, it shows China's efforts in green economy and sustainable economic development internationally to help the world understand China's economy and development better.
