On the afternoon of November 16, the report meeting with Beijing Publicity Group to study and implement the spirit of the 20^th CPC National Congress was held in CUEB. Han Xianzhou, Member of the Municipal Publicity Group, Secretary of the Party Committee of CUEB, gave a report titled “Study and Implement the Spirit of the Party’s 20th National Congress and Implement the Fundamental Task of Fostering Virtues Through Education”. Xu Fang, Deputy Secretary of the Party Committee of CUEB, presided over the report meeting.

The report meeting was held both online and offline. Li Bei, a cadre of the Beijing Academy of Social Sciences (Beijing Municipal Committee Lecturer Mission), and some teacher representatives and non-party representatives attended the meeting in the main venue of the Lecture Hall of Boxue Building. Directors of all departments of CUEB and representatives of teachers and students attended the meeting online. After the meeting, Han Xianzhou had a close discussion with representatives. 

At the meeting, Han Xianzhou made a systematic and comprehensive interpretation of the spirit of the Party’s 20^th National Congress from three aspects: “how to evaluate: fully understand the significance”, “how to learn: comprehensively and accurately study the spirit”, and “how to do: further implement the fundamental task of fostering virtues through education”. 

President Xi Jinping emphasized the importance of the 20^th CPC National Congress, “The Congress affects the Party’s and the country’s causes, the future of socialism with Chinese characteristics, and the rejuvenation of the Chinese nation. By reviewing the work of the past five years and the great changes in the first decade of the new era, Han Xianzhou interpreted the historical and practical significance of the convening of the 20th CPC National Congress. These major achievements have brought greater unity and cohesion to the whole Party, the whole Army and the entire nation, and further urged us to forge ahead. 

Han Xianzhou remarked that to comprehensively and accurately study the spirit of the 20^th CPC National Congress, we should be systematic in learning, profound in thinking and earnest in practice. We shall give great priority to the “Nine Deep Understandings” and “Seven Focuses”. For the  “Nine Deep Understandings, it refers to the following nine aspects: to deeply understand the theme of the Party’s 20^th National Congress, deeply understand the work of the past 5 years and the great changes in the first decade of the new era, deeply understand the new frontier in adapting Marxism to the Chinese context and the needs of the times, deeply understand the missions and tasks of the CPC in the new journey of the new era, deeply understand the Chinese characteristics and essential requirements of Chinese modernization, deeply understand major plans for the socialist economic, political, cultural, and social construction, and ecological conservation, deeply understand education, science and technology talents, rule of law, deeply understand major plans for national defense and military development, work related to Hong Kong, Macao and Taiwan, and diplomacy and deeply understand major plans for adhering to the Party’s overall leadership and exercising full and rigorous self-governance. The “Seven Focuses” refers to focuses on enhancing political awareness and building political loyalty, on self-inspection and self-correction and strengthen self-reform, on clue verification and rectify persistent maladies, on line responsibilities and strengthen supervision and guidance, on the “key few” and taking responsibility for work, on problem orientation and promoting “two special actions”, on serving the people and promoting the transformation of achievements. We should accurately grasp the overall structure, the theme, and the new formulation and summary of the Report to the 20th CPC National Congress. 

Han Xianzhou said that, for the first time, the Report has made overall plans for the coordinated development of education, science & technology, and talents, and placed them high after the part on “the primary task of building China into a modern socialist country in all respects”, that is, “high-quality development”. This is of great strategic significance and far-reaching influence. Education is a fundamental task for the country and the Party, which matters a lot to national development and the future of the nation. Our deeper understanding of the nature of China’s education can be put into “Nine Upholds”, namely, uphold the Party’s overall leadership over education, uphold the fundamental task of fostering virtues through education, give priority to the development of education, uphold the socialist orientation of running schools, insist on taking root in China to develop education, uphold the people-centered approach to developing education, uphold deepening educational reform and innovation, uphold the important mission of education to serve the rejuvenation of the Chinese nation, uphold the development of the teaching staff as the fundamental  work. These “Nine Upholds” are hard earned and should be developed constantly. 

Han said that we should firmly grasp the requirements of the era for striving in unity, deal with risks and challenges, pull together and unite as one, roll up our sleeves and work hard, and guide students to grow up into qualified young people of the new era who have lofty ideals, dare to shoulder responsibility, bear hardships, and work hard. We should promote the spirit of the 20th CPC National Congress to take root in the school, blossom and bear fruits, and put into actual practice. We must always insist on equipping ourselves with the Party’s innovative theories, and bear in mind Xi Jinping Thought on Socialism with Chinese characteristics for a New Era. We should always adhere to the leadership of the Party’s political construction, and earnestly strengthen the Party’s overall leadership over school work. We should always adhere to the fundamental task of fostering virtues through education, and strive to cultivate a new generation of young people capable of shouldering the mission of national rejuvenation. We should always stick to taking root in Beijing and do our best to promote the high-quality development of school undertakings in the new development stage.

Xu Fang emphasized that our primary political task is to study, publicize and implement the spirit of the 20th CPC National Congress. In accordance with the requirements of full coverage, three-dimensional, and fully understanding, we must effectively unify the thoughts and actions of the teachers and students of the whole school to the 20th CPC National Congress by studying theories, offering trainings, promoting research and interpretation, visiting exhibitions, having awareness-raising tours, etc. We should coordinate the implementation of the spirit of the 20th CPC National Congress with the spirit of General Secretary Xi Jinping’s important exposition on education, with the implementation of the spirit of the 13^th Beijing Municipal Congress of the Communist Party of China, and with our efforts to fulfill our duty for the school’s development. We need to integrate the spirit into the teaching of ideological and political courses and majors. It is necessary to carry out in-depth research, use the research base and think tank platform of CUEB of the Xi Jinping Research Center for Socialism with Chinese Characteristics for a New Era, mobilize and organize experts to actively provide consulting services in policy-making, research and interpretation and strive to produce influential research results. We would promote the decisions and plans of the 20th CPC National Congress to take root, blossom and bear fruits in CUEB.

After the report meeting, Han Xianzhou had a further discussion with representatives of teachers and students on study, publicity and implementation of the spirit of the 20th CPC National Congress. The representatives shared their experiences, the main content of the report meeting and their own work. 

It is reported that before the opening of the 20th CPC National Congress, CUEB worked to strengthen the atmosphere with the theme of “Setting out on the new Journey of the 20th CPC National Congress”. On October 7, more than 500 cadres from all departments, staffs from united front work, teachers and students representatives from School of Marxism Studies were organized to visit the achievement exhibition themed “Striving for a New Era” in Beijing Exhibition Hall.  We launched the website on the 20th CPC National Congress, collected cultural works on the Congress, launched WeChat video channel and the popular social media called Little Red Book, so as to create an omnimedia matrix. What’s more, we also decorated our campus to a create a festive and warm atmosphere.

Since the opening of the 20th CPC National Congress, CUEB has organized a variety of learning activities. We organized teachers and students to watch the opening and closing meetings of the Congress and received warm responses. On October 17, with the theme of studying and discussing the spirit of the 20th CPC National Congress, we organized representatives of teachers and students to share their insights on the development of the capital in the new era based on their experience of participating in social practice and serving the country and the capital development. The scene was titled “Turning the Golden Sentences of the 20th National Congress of the Communist Party of China into Golden Ideas” and was published on the “20th National Congress of the Communist Party of China” on the Beijing Daily and the front page on the Beijing Evening News. 

CUEB has formulated the Work Plan on Deeply Studying, Publicizing and Implementing the Spirit of the 20th National Congress of the Communist Party of China, and has made a general design for the school to study, publicize and implement the spirit of the Congress at different levels, with focus on key areas and a full coverage on the entire university. On November 2, the Theoretical Learning Center Group of CUEB Party Committee discussed the spirit of the 20th CPC National Congress. Han Xianzhou, Secretary of CUEB Party Committee, in accordance with the spirit of the Congress, delivered the “First Lesson” for the Grade 2022 Youth Cadre Training Class, the “Qingma Project”members (the training project for youth Marxists and student cadres) and Grade 2022 Student Backbone Training Camp. On November 10, the school held a signing ceremony with the CPC Memorial Hall of Early Revolutionary Activities in Beijing on the joint construction of the “Broader Ideological and Political Education”  education base, established the publicity group for studying the spirit of the Party’s 20^th National Congress composed of outstanding student party members, students of the school’s “Qingma Class” and some student cadres, and released the “Action Plan for Studying the 20^th National Congress, Forging Ahead on a New Journey, and building  Broader Ideological and Political Education in Beijing”. We also launched four projects of “Forging Souls”, “Broadening Bases”, and “Leading Ways”, “Lighting Stars”. On November 16, we delivered a lecture of “Broader Ideological and Political Education” namely, “Capital Development in the New Era” about how Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era took root, bloomed and gained fruits in Beijing. The spirit of the 20th CPC National Congress raised students’ awareness of the party’s innovative theories. We organized experts and scholars to interpret the spirit from multiple perspectives, and all secondary party organizations and party branches have carried out various learning activities. The multimedia platforms launched a series of short videos on teachers’ and students’ learning experiences, setting off an upsurge in learning and publicizing the spirit of the 20th CPC National Congress. We also purchased learning materials, such as the Booklet of the 20th CPC National Congress, the Party Constitution, and guide books for the 20th CPC National Congress for cadres in all departments.

All school staff, teachers and students watch the meeting online. 

All comrades who attended the meeting reached a consensus that this report is fully in line with actual condition with plain language, helping us comprehensively understand the significance of the 20^th CPC National Congress and core principle of its spirit.
